Surry County YMCA Update – November 2025
The YMCA of the Virginia Peninsulas is pleased to provide an update on the progress of our ongoing partnership with Surry County.
2024–2025 Market Study
The YMCA contracted with Greater Than Analytics to complete a comprehensive market and program study to assess the interest, demand, and feasibility of establishing a YMCA in Surry County, Virginia. The study evaluated population trends, community needs, program interests, competitive landscape, and the long-term sustainability of a YMCA facility.
Key Dates and Milestones related to the Market Study
- September-October 2024
Greater Than Analytics conducted the whole market and program study and finalized the report. - November-December 2024
Findings were presented to Surry County leadership and the YMCA’s Capital Development Committee for review and discussion. - February 2025
A high-level review of the market study and strategic implications was provided to the YMCA Board of Directors. - May 2025
YMCA leadership participated in a public information session to share study results, answer community questions, and engage residents in the planning process.
June 2025 - Development Agreement
Surry County and the YMCA of the Virginia Peninsulas entered into a Development and Operations Agreement on June 20, 2025, with a shared commitment to establish a new YMCA that will serve the residents of Surry County.
July 2025- Design and Pre-Funding Development
The YMCA engaged GRO Development in a Pre-Funding Design and Development Consulting agreement to complete the site plan and schematic design based on the finalized market study. This scope includes:
- Floor plan development
- Room usage sizing and layout
- Exterior concepts and elevations
- Overall site planning
We anticipate that this schematic design phase will be completed by the end of 2025.
October 2025– Informational Meetings
To gather information and provide early feedback, each member of the Surry County Board of Supervisors participated in a series of two-member briefings with the YMCA regarding the initial concept.
November 2025- RFQ Process & Next Phase of Development
The next step is to complete a formal RFQ (Request for Qualifications) process to secure:
- An Architectural/Engineering (AE) firm, and
- A Construction Management (CM) firm
These partners will advance the schematic design into full construction documents suitable for competitive bidding and permitting.
RFQ/RFP Posting and Timeline
In accordance with Virginia procurement requirements, the RFQs will be posted for at least 10 days prior to the submission deadline.
- The YMCA will post both RFQs on the YMCA website by Friday, November 21, 2025
- Surry County will post both RFQs on the county website by Friday, November 21, 2025.

- The YMCA will conduct a public information session on January 5 (Tentative)
- The YMCA will seek approval of firm selection on January 8th at the Regular Board of Supervisors Meeting
